Division of building or house and/or rental rooms

Renovating a building or home to accommodate multiple households (multiple occupancy) is only allowed under strict conditions.

What do you need to know

Multiple habitation

  • In Hilversum, multiple occupancy is defined as splitting a home into multiple homes (apartments) or rooms (room occupancy / room-by-room rental).  
  • Live-in is also a form of multiple occupancy. If you, as the main resident, share your home with someone who does not belong to your own household. For example, a student who lives with someone (living with a landlady) or an informal caregiver. You do not need an environmental permit, unless you rent out more than 25% of the living space
  • Your home must in all cases meet the requirements of (fire) safety
  • The use and conversion of buildings or homes for multiple occupancy is prohibited throughout Hilversum. Sometimes you can deviate from this ban with an environmental permit  
  • You must then meet strict conditions. These are in the Environmental plan (Multiple occupancy scheme). You will find this in the Environmental counter Rules on the map
  • In a number of areas in Hilversum there is little chance that you will receive a permit for multiple occupancy. It is therefore wise to have it investigated in advance whether the permit can be issued. This can be done by requesting one feasibility study. You will then know whether the municipality can cooperate with the plan 
  • Before you decide to work out a plan in its entirety, you can have a preliminary investigation done
  • You will then know whether the municipality can participate in the plan
  • On average it takes 4 to 6 weeks before you get an answer

Reporting point for good landlordism

A good landlord reporting center will apply in the entire Gooi and Vechtstreek region from 1 January 2024. Notifications are made via the regional reporting point.  

What do you have to do

  • You apply for an environmental permit via the Environment counter† You need your DigiD or eHerkenning for this 
  • Or you make the request in writing. In the Environment counter start the application and answer the questions. You can download, print and send the digital application form to the municipality by post. Send the completed application form with all requested documents to:

After your request  

  • After your request you will receive a confirmation email  
  • We will only process your application once you have submitted all documents and data  
  • We will process your request within 8 weeks. The municipality may extend this period once by a maximum of 1 weeks  
  • If your application is not complete, the municipality will send you an email to request the missing information. The time you get for this does not count in the treatment period of 8 weeks  
  • You will receive the decision by email. The decision will also be published on government.nl

6 weeks of objection  

  • You and other people affected by the decision (interested parties) will have 6 weeks after the decision has been sent to object.  
  • As an applicant, you will be notified if there is an objection  
  • The day after you have received the permit, you may start the activities at your own risk as long as they are reversible. You may be required to revert the changes at your own expense if an appeal is accepted
