The municipality can conduct a Bibob investigation when applying for permits and subsidies, and in real estate transactions with the municipality and government contracts. For example, when applying for an Alcohol Act permit or an environmental permit. With such an integrity investigation, the municipality wants to prevent it from facilitating criminal activities. The municipality also protects trusted entrepreneurs.

What do you need to know

  • The Bibob Act stipulates that the government may refuse or withdraw permits, subsidies, tenders and real estate transactions if there is a risk that criminals will abuse them. Or if a criminal offense has been committed (for example forgery or bribery) to obtain the permit or subsidy
  • With the Bibob test, the municipality investigates whether an applicant and his business circle are ethical 
  • If the municipality still has doubts after its own investigation, it can do so Bureau Bibob ask for further research
  • An assessment under the Bibob Act is possible when there are signals that the applicant or his business circle may be associated with criminal offences. It is therefore possible that a (new) Bibob test will be started for current permits, subsidies, real estate transactions and government contracts.

What do you have to do

Send along

  • Income data for the last 3 years (annual statements for entrepreneurs, annual statements in other cases), also the last salary slip or benefit overview
  • Evidence showing how big your equity is and where it comes from (eg bank statements). An example of wealth is savings
  • A copy of the contract per financier/financing
  • A debt contract for each debt situation
  • Evidence showing the amount of the debt
  • Copy of the purchase contract or rental contract of the company
  • Copy of payment receipt of the takeover
  • In the case of financing with the equity of others: evidence of the size of this capital and where it comes from
  • Inventory list
  • Lease, rental or purchase contract of the inventory
  • If applicable: annex details of the (legal) persons involved. This attachment will be emailed to you together with the Wet Bibob form

Send in case of extension or change:

  • Financial statements of the last 3 financial years
  • Profit and loss accounts with explanations of the last 3 financial years
  • Balance sheets with explanation of the last 3 financial years

Send with a new permit:

  • Opening balance, investment and financing budget
  • At BV: Shareholders' register
  • With VOF or CV: Company deed

After your request

  • If you have submitted all the requested documents, the municipality will decide as soon as possible
  • If you do not agree with the decision, you can to object
