Apply for an environmental permit

You want to (re)build your home or business. Or perhaps you want to build an exit, install a dormer window, cut down a tree or place advertising on your property. Then you may need an environmental permit for this. Or do you have to report it? Use the permit check to check whether you need to apply for a permit, make a notification or whether any other obligation applies to you.

What do you need to know

More information about common activities:

Permit check

  • You can check whether you need to apply for a permit with the Permit check
  • The Permit Check is part of the Environment Desk. By going through the questions you can check whether you are allowed to carry out your plans at the chosen location without a permit. Or whether you still have to apply for a permit or report
  • Sometimes you need an environmental permit for several activities at the same time, for example for renovation and felling a tree. You can apply for these permits in 1 go
  • In many cases it is advisable to contact the municipality, for example in connection with any protected animal or plant species present

Rules

The rules that may apply to you can be found in the Environment counter in 'lines on the map'. You can find the local rules at government.nl.

Feasibility study

An application for an environmental permit requires a concrete and complete elaboration of plans with the associated costs and time. It may therefore be wise to first submit your plans to the municipality to test their feasibility. This is not mandatory, but for more complex or larger plans we advise you to make use of this option. It gives you insight into whether your plan or initiative is desirable or feasible and prevents unnecessary costs. You can request a feasibility study with the municipality in various ways. For more information, go to the Feasibility Study page.

Involve the neighborhood (participation)

  • It is wise to involve the environment, neighbors and other stakeholders in your plans at an early stage. This is called participation. This often prevents objections from being submitted at a later stage
  • For example, it may concern residents who want to place a dormer window, but also companies that want to build a new residential area
  • When applying for the permit, you indicate whether you have participated and what the results are
  • Download the manual Involve the neighborhood (pdf, 256 kb) for more information and advice

What do you have to do

Request or notification

  • You can submit requests or notifications via the Environment counter. You need your DigiD or eHerkenning for this. Please note: It is not possible to send a so-called draft request
  • Requests or notifications are handled on the basis of the environmental code and the associated legislation and regulations
  • If you submitted your application before January 1, 2024, it can be supplemented and processed until July 1, 2024. These applications are processed on the basis of the legislation and regulations applicable at the time of the application
  • If you are unable to submit your application or report digitally, please submit the application in writing. In the Environment counter start the application and answer the questions. You can download, print and send the digital application form to the municipality by post. Send the completed application form with all requested documents to:
    • Municipality of Hilversum
      Public Affairs Department, Permits team
      P.O. Box 9900
      1201 GM Hilversum

Send along

The information you must provide depends on your application or notification. When completing the application or notification via the Environment Desk, it is indicated for each activity which documents you must send. For example drawings or calculations. Have the construction drawings drawn up by a professional, such as an architect or architectural drawing agency. Your application is complete when you have submitted all required information. Make sure you provide the correct information in one go so that the municipality can make a decision more quickly. You also prevent the municipality from being unable to process the application

After your request or notification

  • After your request or notification you will receive an email with confirmation. It also contains information about the further procedure and associated steps
  • We will only process your application once you have submitted all documents and data
  • If your application is incomplete, the municipality will send you an email stating what information you still need to send. The time you are given for this does not count towards the treatment period

What does it cost

  • We charge costs for processing an environmental permit application
  • The costs vary per request and number of activities. For example, a permit for (re)building costs a percentage of the contract price (the amount for which a construction company does the work, without VAT).
  • Additional costs may be incurred, for example for deviating from the environmental plan
  • You will find information about the structure of costs in Article 2.3 of the Fees Regulation and costs per activity Chapter 2 of the Fees Regulation
  • You also pay costs if the permit is not issued or if you stop the application
