You want to organize a lottery. You may need a permit for this. Or you want to organize a bingo, tombola or wheel of fortune. We call this a small game of chance. You must sometimes report these activities to the municipality.
What do you need to know
Whether you need a permit or have to make a notification depends on the type of activity and how it is organised
Lottery
Need a permit:
- Participants pay money to participate
- Participants have no influence on the result
- A contest in which the winner is determined by drawing lots is also a lottery
- Your activity is not private. Everyone can participate
No permit required:
- When it comes to a promotional game of chance. This means that you do not ask for money to participate. This does not require a permit, but there is one code of conduct
- For a competition where 'the best' is chosen
Terms & conditions
- You organize your raffle to raise money for a charity that you have announced in advance. At least 40% of the money you earn goes to this cause. You spend a maximum of 60% on costs. You are not allowed to keep money yourself
- A notary is present when the winning lottery tickets are drawn. Anyone who wants to can also be present at the draw. The draw takes place in Hilversum
- The total value of the prizes is a maximum of € 4.500
- If the total value of the prizes exceeds €4.500, you must submit a apply for a one-off lottery license from the Gaming Authority
- You adhere to the conditions of the Gaming Authority
Small game of chance
No license is required for a small game of chance. You must report your activity to the municipality if these things apply to you:
- Participants can win a prize
- Your activity is not private. Everyone can participate
- Your activity is in a location where the players are present
Terms & conditions
- You are a Dutch association that has existed for at least 3 years
- Your association has a clear goal (and that is not organizing games of chance). This goal is stated in the statutes of the association
- You organize your activity to raise money for a charity that you have announced in advance
- The value of the cash prizes and/or gifts per game round is a maximum of €400
- The total value of the cash prizes and/or gifts per meeting is a maximum of € 1.550
No permit, do not report
- You do not need a permit and you do not have to report your activity if your activity is in a closed circle, such as in a family, circle of friends or nursing home
What do you have to do
If necessary, apply for a permit or report an activity.
Apply for a permit
- You apply for the permit at least 8 weeks before the start of the lottery sale
- You can apply for the lottery permit application form via catering@hilversum.nl
- You send the completed application form back to the municipality. A stamp is not required:

After your request
- After you have submitted the application form, the municipality will make a decision as soon as possible. This takes a maximum of 8 weeks
- You will receive a letter with the decision. It states whether you will receive the permit. If yes, then it is immediately valid
- If you do not agree with the decision, you can appeal against a decision of the municipality
Report activity
- You must report your activity to the municipality at least 14 days in advance
- You can request the notification form for a small game of chance via catering@hilversum.nl
- You send the completed notification form to the municipality. A stamp is not required:

- A copy of the statutes of your association
After your report
- Once you have submitted the notification form and the requested document, the municipality will assess whether your notification is correct as soon as possible. This takes a maximum of 14 days
- You will receive a letter stating whether your report is correct
- If your report is correct, you don't have to do anything else
- If your report is not correct, the letter will tell you what you can do

- Applying for a permit from the municipality costs € 23,20
- Reporting a small game of chance is free
