Step-by-step plan
You don't just submit an enforcement request. Therefore, we ask you to follow our step-by-step plan:
- First talk to each other
- If talking doesn't help, report it
- If points 1 and 2 do not provide a solution, you can submit a request for enforcement
What do you need to know
There are clear differences between requesting enforcement and filing a report. We explain the differences below.
Report it
- If you file a report, the municipality is not obligated to make a decision. We assess all reports for risks. We then determine which reports should be prioritized.
- A report can be made anonymously

Application for enforcement
- To submit an enforcement request, you must be an interested party:
- You are an interested party if, for example, your neighbors build without the necessary permit or use the house for room occupancy.
- In order to assess whether you are an interested party, we need to know who is requesting enforcement.
- If you are an interested party, the council or the mayor alone will make a decision on the request
- If you are not an interested party, we will not process the request
- It is not possible to make an anonymous request
- We cannot prevent it from becoming known who made the request
What do you have to do
We ask that you first speak with the person or party involved. If the conversation doesn't help, you can choose between filing a report or requesting enforcement. We recommend that you to make a report first.
You can submit an enforcement request if the first steps have not worked.
Conditions for requesting enforcement
- You clarify what violation you believe has been committed, what your interest is and how it affects you.
- Please describe the violation in as much detail as possible. This can include the location, time, or duration of the violation.
- You can add helpful material, such as photos or videos
- You must submit your application in writing
- You submit your application to the municipal executive or the mayor
In the enforcement request you further state:
- Your name and address
- The date of your request
- That you request the council or the mayor to take an enforcement decision
- Your signature

After an enforcement request
- If it has been established that you are an interested party and your request is sufficiently clear, we will conduct an investigation and determine whether a violation has occurred.
- If the investigation shows that a violation has occurred, an enforcement procedure is usually initiated
Duration of the request
An enforcement process can be very time-consuming, sometimes lasting several months to years. This depends on the complexity of the case.
To object
The municipality will make an official decision on your application. You can to object against this decision.
