Program subsidy for welfare and care

Every organization can apply for money (subsidy) to organize activities that make Hilversum more social. You help active residents who volunteer for each other, the neighborhood and the municipality. You must apply for the subsidy at least 13 weeks before the start of the activity.

What do you need to know

  • Every organization in Hilversum can apply for a welfare and care program subsidy
  • The program subsidy is for activities that strengthen the social connection in districts and neighbourhoods. The emphasis is on volunteer work, community centers and the Guidance in the Neighborhood component

Volunteer abroad

The program grant can be used to help volunteers who help other Hilversum residents. For example:

  • Preventing and combating loneliness
  • Doing practical jobs (groceries, odd jobs around the house)
  • Informal care
  • Preventing and combating poverty and debt (help with finances and administration)

community centers

Community centers are important for vulnerable residents of a neighbourhood. The program grant is intended for:

  • Activities in community centers
  • Independent maintenance of community centers (self-management)

Guidance in the District

Guidance in the Neighborhood is a separate part of the welfare and care program subsidy. This can only be requested by organizations that enter into a partnership with each other (collaboration). This is explained in the Subsidy scheme Guidance in the District, under Article 1 Definitions, part N.

The aim of Guidance in the Neighborhood is:

  • Providing help that is easily accessible and delivered close to where people live
  • Preventing residents' problems from piling up and getting worse
  • Improve cooperation between professional organizations and volunteers so that residents can better help themselves and each other
  • Solving problems so that fewer customized provisions from the Social Support Act (Wmo) need to be applied for

Meaningful daily activities

The subsidy for meaningful daily activities is intended for organizing activities for vulnerable Hilversum residents aged 18 or older. These activities should contribute to a meaningful daytime based on meeting, participating or collaborating and take place under supervision. What do you have to do

  • You send in the application at the latest 13 weeks before the start of the activity

Send along

  • Program grant application form (pdf, 116KB). Download this form and fill it out completely
  • Activity plan including:
    • A description of the activities
    • The goals and results you want to achieve
  • Budget with the costs and a coverage plan:
    • Personnel costs
    • General costs/organization costs
    • Housing costs (only if you can show that these costs are necessary)
    • Activity costs
    • Income: divided into different types, such as municipal subsidy, rental income, participant contributions or funds
    • reservations
  • If the subsidy is given per financial year, you must indicate the size of the equalization reserve at the time of the application. An equalization reserve is intended to cover costs that you incur once in a while. For example, maintenance of your building
  • If you are applying for a grant for the first time, you must enclose the following attachments:
    • Copy of the deed of incorporation and the articles of association of the legal entity (foundation or association) submitting the application
    • Proof of registration of this legal person with the Chamber of Commerce
    • Annual report and annual accounts with balance sheet of the previous financial year
  • If you apply for a subsidy for Guidance in the District, you must also send the following documents:
    • A description of governance. This is an explanation of how supervision of the cooperation is arranged and how it is ensured that the cooperation is well managed
    • A statement from all organizations working together showing that:
      • All participants agree that 1 party is the main applicant. This is called the lead agent
      • All participants agree that the main applicant is responsible for the substantive and financial accountability
      • All participants agree that the main applicant may make payments, receive payments and make refunds if there is any remaining subsidy

After your request

  • Only when you have submitted all documents and data, we will process your application
  • You will receive a decision within 13 weeks of the application date
  • You will receive the decision of the municipality (decision) by mail
