Free advice
Would you like help and advice with making your home more sustainable? Then hire a construction supervisor from the municipality. This is free of charge. A construction supervisor can help you with, for example:
- assess which insulation will save you the most (customised advice)
- finding reliable companies that can implement the isolation measures
- requesting and assessing quotations for those insulation measures
- applying for the municipal subsidy and the national subsidy (ISDE)
- if necessary, apply for additional financing, such as the Energy Saving Loan from the National Heat Fund
The exact assistance you receive is always tailored to your specific needs: your requirements are the deciding factor. You can indicate at any time, up until signing the quotation, that you do not wish to take any insulation measures after all.
In addition, the construction supervisor can also help you with so-called minor measures. Examples include radiator foil, draftproofing, and energy-efficient lighting. This assistance is also free.
You can hire a construction supervisor via the registration form for Bouwbegeleider/Energieklusser aan huis. When registering, indicate that you are a homeowner and briefly state what kind of help you require. A construction supervisor will then contact you.
Subsidy
You can also apply for the subsidy yourself, so without the help of a construction supervisor.
- The subsidy is intended for taking one or more sustainability measures, up to a maximum of (in total) €7.000.
- 'Sustainability' is usually insulation, but can also be, for example, installing a heat pump.
- The main conditions for the subsidy are:
- You live in Hilversum in an owner-occupied home.
- You have a low income
- You have assets that are below the asset limit for the Energy Poverty subsidy scheme is
- The house was built before 2010.
- The home has not yet been made sustainable (partially).
You can use the grant for:
- Roof insulation (pitched or flat roof)
- Attic or loft floor insulation
- Facade insulation (cavity wall or single-brick wall)
- Floor or ground insulation
- Insulating glass
- Heat pump (hybrid or full electric)
- Energy-efficient ventilation
Terms & conditions
You will only receive a subsidy for insulation if the insulation material provides sufficient insulation. Therefore, there is a list of minimum insulation values. For insulation material, this is called the Rd-value (the higher the Rd, the better). For glass, a U-value applies (the lower the U-value, the better).
These values are as follows:
- All forms of insulation, except cavity wall insulation, must have an Rd of at least 3,5.
- Cavity wall insulation must have an Rd of at least 1,1
- Insulating glass must have a U-value of a maximum of 1,2.

Money for bigger jobs
If you want to make major renovations to your home, this can cost a lot of money. To be able to pay for this, you may combine this subsidy with other subsidies and financial schemes, namely:
- The government ISDE subsidy. You apply for this subsidy after implementing the sustainability measures. You can estimate the ISDE subsidy amount with the ISDE Calculation Tool.
- With the Energy saving loan You can borrow money from the National Heat Fund for sustainability measures at 0% interest. You make monthly repayments, but your monthly energy consumption costs also decrease. Furthermore, if you lack the repayment capacity, you do not have to make repayments for the time being.
Carrying out the work
You can have the work carried out by a construction company, but you are also allowed to do some jobs yourself.
Are you having the work carried out by a construction company? Then use the quotation from that company for the subsidy application. Please note: wait to accept the quotation until you have received a positive subsidy decision. The municipality will deposit the subsidy into your bank account after the work has been completed. You can then use this to pay the invoice. If a down payment is required before the work begins, you can apply for an advance payment.
Would you prefer to carry out the work yourself? Then write a short plan of action (what you want to do, how many square meters, how you will approach it, which materials you will use) and create a realistic budget for the materials. Based on this, you can apply for a subsidy. You will then receive the budgeted amount in advance so that you can purchase materials. Once you are finished, you submit the invoices for the building materials. You must repay any excess amount. Ensure that you carry out the work carefully and safely. Apply for the subsidy via the button at the top of the page. Log in to the Municipality of Hilversum with DigiD. On the My Hilversum page , you can track the application, read the decision, and also add documents later.
Would you like to apply for a subsidy for more than one measure? That is possible. You do not have to apply for a subsidy for all measures at the same time.
Send with the application
- Proof of your income:
- Are you employed? Then your payslip for the past 3 months.
- Do you have income from benefits? Then your benefit statement for the past 3 months.
- Do you have income from a business? Then the annual accounts and/or income tax assessments for the past 3 years.
- When work is carried out by a construction company: A valid quotation from the construction company
- For DIY work: a brief plan of action and a budget, based on the prices of the (online) store where you intend to purchase the materials.
Work completed
You must report that the work is completed within 4 weeks of the work being carried out. You do this by submitting the invoice from the construction company or the purchase receipt(s) from the hardware store via MijnHilversum.
