Sustainable owner-occupied homes on low incomes

You own a home and have a low income. You want to make your home more sustainable. The municipality has a subsidy available. An insulated home uses less energy than without insulation. This also lowers the energy bill. An EnergieKlusser will be happy to help you apply for the subsidy and give you insulation tips.

The EnergyKlusser

Make insulation simple and hire a free EnergieKlusser from the municipality. They will first help you with small energy-saving measures. These measures are completely free. You will also receive free advice on how to insulate your home, and help with, for example:

  • assess which insulation will save you the most (customized advice)
  • find reliable companies that can carry out the insulation measures
  • requesting and assessing quotations for those insulation measures
  • applying for a subsidy (the municipal subsidy and the ISDE)
  • applying for additional financing, such as the energy savings loan

The exact help you receive is always tailor-made: your needs are decisive. And you can indicate at any time up to signing the quotation that you do not want any insulation measures. 

Subsidy

You can also apply for the subsidy yourself, without the help of someone EnergyKlusser due.

  • The subsidy is intended for taking an insulating measure up to €7.000
  • The subsidy is for residents of Hilversum:
    • Who live in Hilversum in an owner-occupied home
    • With a house built before 2010 
    • The house currently has no insulation on the part you want to insulate
    • Who in 2023 was entitled to € 1.300 energy allowance

You can use the grant for:

  • roof insulation
  • Attic/attic floor insulation
  • wall insulation
  • Cavity wall insulation
  • Floor/bottom insulation
  • HR++ glass

Terms & conditions

The insulation material that is used must insulate the house well. That is why there is a list of insulation values ​​that the materials for this subsidy must meet. For insulation material this is called Rd-value. The higher the Rd value, the better. A U value applies to glass. For the U value, the lower the better.

  • Insulation on all building parts, except cavity, must have an Rd value of 3,5 or higher
  • Cavity wall insulation must have an Rd value of 1,1 or higher
  • HR++ glass must have a U value of 1,1 or lower

Is your house hardly insulated and do you want to take more than 1 measure? This subsidy from the municipality may be combined with other subsidies and financial schemes, namely:

  • The ISDE subsidy from the government: You will receive a subsidy of approximately 30% on the total amount if you take 2 or more insulation measures in your home
  • De energy saving loan from the national heat fund: This allows you to borrow at 0% interest if your annual annual income is less than € 60.000.

By insulating 2 or 3 parts of your home, you can in many cases reduce your monthly costs. Your energy bill will go down. The loan pays off with a fixed amount per month. Because you can also use subsidies, the loan is not high and at 0% interest. The amount you pay off per month is often lower than the savings on your energy bill. This means you will have more money left over each month. The saving on the monthly costs is at least € 25. If this is not the case, the municipality of Hilversum will pay the difference for 7 years.

Carrying out the work

You can have the work carried out by a construction company, but you can also do it yourself. If you want to have the work carried out by a construction company, submit the construction company's quotation. You will be paid the subsidy after the work has been carried out. If a deposit is required before work starts, this is also possible. If you want to do the work yourself, you will receive the amount in advance. You can use this to go to the hardware store to buy DIY materials. When you are done, hand in the receipts from the hardware store. You will pay back any excess amount you received. Apply for the subsidy via the button at the top of the page. Log in with DigiD at the municipality of Hilversum. On the page My Hilversum you can follow the application, read the decision and also add documents later.

Enclose with the request

  • The letter from the municipality stating that you received an energy allowance of € 2023 in 1.300
  • In the case of work by a construction company: A valid quotation from the construction company
  • For do-it-yourself work: What you want to insulate, how many m2 that is and what material you will use

Sign out activities

You must report that the work has been completed within 4 weeks of the work being completed. You do this by sending in the invoice from the construction company or the purchase receipt(s) from the hardware store via MyHilversum.
