Culture program subsidy

Any organization can apply for money (subsidy) to organize cultural activities for Hilversum, for example an exhibition or concert.

Second subsidy ceiling reached

The Hilversum Culture Program Subsidies scheme operates with two subsidy ceilings.

1- The first subsidy ceiling is intended for structural activities under this scheme (receiving subsidy for three or more consecutive years). 

There is still budget available within this subsidy ceiling.

2- The second subsidy ceiling is intended for other activities under this scheme (no subsidy received or received subsidy for less than three consecutive years). 

This subsidy ceiling has now been reached. New applications falling below this ceiling will therefore no longer be accepted.

What do you need to know

  • Every professional and amateur arts institution can apply for a program subsidy for a cultural activity in the municipality of Hilversum
  • The programme subsidy is intended to pay the costs of a publicly accessible cultural activity, such as a concert or exhibition.
  • Grants must be applied for no later than 13 weeks before the start date of the activity
  • The contribution of the municipality may not exceed half of the total cost of the activity

Purpose of the subsidy

By granting the subsidy, the municipality aims to support cultural organisations in sustaining cultural activities and to encourage them to develop new cultural activities. Activities enrich the cultural climate of Hilversum and complement the existing offerings in Hilversum. The activity contributes to (one of) the key priorities as established in the Momentum cultural policy : Experiencing & Doing, Sustainable & Robust, and Art Accessible and All Around You.

Who can apply

  • The subsidy can be applied for by all non-profit cultural organizations (a foundation or association that organizes cultural activities) that are active in the municipality of Hilversum.

The subsidy scheme has a subsidy ceiling, meaning there's a maximum amount available. Once this amount is reached, no further subsidy applications can be submitted for that year. 
The subsidy scheme has two categories, each with its own subsidy ceiling.  
There is a budget for activities that receive a structural subsidy from the municipality for three years or longer. There is also a budget for new activities. The amounts of these budgets (sub-ceilings) are published on the subsidy ceilings page

You don't need to specify the budget you're applying for. We'll assess which sub-cap your application falls under upon receipt.

What do you have to do

Please check in advance whether your application meets the conditions of the scheme.

Send along

  • An activity plan describing the activities for which you are applying for a grant. The activity plan must include at least the following:
    • The start and end date and location(s) of the activities
    • The goals and results you want to achieve with your activities, and how the activities contribute to these
    • How many visitors/participants you expect and how you want to reach them
    • How your activities contribute to the assessment criteria (see Appendix 2 of the regulations) and thus to the cultural policy 'Momentum, a platform for all Hilversum residents'
    • To what extent the activity(ies) are accessible, according to the broad definition in the Diversity & Inclusion Code
    • Whether and to what extent you follow the Governance Code Culture, the Diversity & Inclusion Code and the Fair Practice Code
    • If applicable: an overview of your collaboration partner(s) and a description of the method of collaboration
    • If applicable: a description of the target group research and/or satisfaction survey among your audience
    • An application for an event/festival must also include an action plan, which describes how the applicant will handle permits, nuisance, and safety, among other things.
  •  A budget and a balanced funding plan for the costs of these activities. The funding plan includes an overview and current status of subsidies or reimbursements requested from others for the same activities. If it is not yet known whether funds will contribute, please describe what the consequences will be for the activities if the fund does not award funding.
  • An annual report and annual accounts for the previous financial year
  • (If you are applying for a subsidy for the first time) A copy of your organization's articles of incorporation and a copy of the statutes

After your request

  • Only when you have submitted all documents and data, we will process your application
  • A decision on the application will be made within 13 weeks, with the possibility of extending this by a maximum of 13 weeks.
  • You will receive the municipality's decision (decision) by e-mail
