Social Domain Advisory Council

The Social Domain Advisory Council provides the municipality with solicited and unsolicited advice about the agreements and rules (policy) related to all laws in the social domain. The members of this council are independent. This means that they do not work for the municipality and are allowed to criticize what the municipality does. The municipality is not responsible for the information on this page.

The Social Domain and the Social Square

The Social Domain is about everything that the municipality has to do in the field of care and assistance, such as with:

These laws state what the municipality must do: the Social Support Act (Wmo2015), the Participation Act, the Youth Act and the Municipal Debt Assistance Act.

The Social Square of the municipality of Hilversum helps residents with all questions about these topics.

Difference city council and Social Domain Advisory Council

The municipal council consists of people who represent all residents of Hilversum. They are elected by those residents. The Social Domain Advisory Council only consists of people who know what it's like if you need help or care. They are people with experience in various areas of the Social Domain. As a result, they can think well about it. They are appointed by the alderman.

The Advisory Council speaks for the residents of Hilversum who ask the municipality for help, such as informal carers, seniors and people with disabilities. The members of the Advisory Council are independent. This means that they do not work for the municipality. And they have no official function in any political party. They give solicited and unsolicited advice to the municipality.

The Advisory Council advises

The municipality is making a plan how they can help. That's called policy. The municipality should discuss this with the Social Domain Advisory Council. The members of the Advisory Council talk to people with a disability or illness, the elderly and carers. Then they talk to employees of the municipality (civil servants) who come up with the plans (initial speech). The Advisory Council discusses which plans by the municipality are good and what needs or can be improved. They tell this to the alderman and the city council. That's called advice. The city council decides how a plan is actually implemented.

Advices

The advice given by the Advisory Council is never about residents, only about policy. They are proposals for policy improvements. The advice below is a maximum of 1 year old.

The Advisory Council and residents' experiences

The Advisory Council needs the help of residents to give good advice. The members of the Advisory Council would like to hear what the residents of Hilversum experience when they ask for help from the municipality: your experiences. You have submitted an application to the Social Square. For example for Wmo or social assistance benefits. Were you listened to? Were you well helped?

If you feel that the Social Square has not helped you properly, it is important that you report this. Only then can something be done about it. For you personally, but also for others in the future.

If you are satisfied or dissatisfied, please inform the Advisory Council. You can do this in 2 ways:

  • By contacting the Advisory Council at social domain council@hilversum.nl, (035) 629 22 25 or by post (see contact below)
  • You complete the region's questionnaire (Monitor). If you have applied for help through the municipality, you will receive it automatically. What it says is passed on to the Advisory Council

If the same negative experiences are reported over and over, the Advisory Council examines why this is and how it can be improved. And that is put in an advice to the municipality. Your name will not be mentioned, if you do not want to.

If you have complaints about the Social Square, the Advisory Council will not resolve them. For this you need a file a complaint with the municipality.

Members of the Advisory Council

The Advisory Council of the municipality of Hilversum consists of 10 members. They are not employed by the municipality, but work as volunteers in the Advisory Council. All members have knowledge of and experience with at least one part of the Social Domain. Not from their profession or work, but as a user, for example of the Social Support Act, Wajong or social assistance. All members have a different background. This ensures that all residents are well represented.

The Advisory Council has a chairman and official secretary. They are also independent and do not work for the municipality. Here put all members of the Advisory Council, the chairman and the secretary introduce themselves.

Sometimes a member leaves the Advisory Board. Then residents of Hilversum can apply. But also in between, residents can indicate that they would like to become a member of the Advisory Council if a place becomes available. There are some requirements and conditions to be able to join the Advisory Council. They are in this one description of a member of the Advisory Council.

New members wanted

The Social Domain Advisory Council provides solicited and unsolicited advice to the Municipal Executive of Hilversum on policy and implementation with regard to the Wmo2015, the Participation Act and the Youth Act.

The members of the ArSD are experts in the field of care, welfare, work and income. By involving their knowledge and experience in policy-making and implementation within the Social Domain, the quality and implementation of these laws is positively influenced.

  • Would you like to contribute to the development of municipal policy with regard to the Social Domain?

There is a small volunteer fee.

Meetings

The meetings of the Advisory Council are always held on Thursdays from 10.30 am to 13.30 pm in the council chamber (Dudokpark 1).

The meetings are almost always open to everyone. You may listen, but you may not participate. Sometimes meetings are not freely accessible. The Advisory Council then talks about confidential matters or talks about people. The chairman then says that the meeting is closed.
