This privacy statement provides additional information about how the Social Square handles your personal data when performing tasks within the Youth Act. In addition, we explain to you what your rights are herein.

What do you need to know

The municipality of Hilversum has the task of organizing youth care. It is responsible for access to youth care and for purchasing and paying for it, but does not provide youth care itself. This is done by professionals with whom the municipality concludes contracts. To enable all municipal tasks related to youth care, the municipality uses personal data for these processes. Below we explain how we do that.

For what purposes do we use personal data?

The municipality of Hilversum uses personal data to allocate youth assistance and the associated purposes. These include:

  • offering help to children/young people and their parents with growing up and parenting problems, with a voluntary request for help and, if necessary, guidance to forced interventions;
  • determining whether the municipality is financially responsible for youth care (residence principle);
  • making decisions about the necessary (specific) youth assistance;
  • reimbursing costs to providers for youth care provided;
  • maintaining the administration for the allocation of youth assistance and the financial settlement thereof;
  • realizing the necessary coordination between officials in the youth domain after reports in the VIR, so that young people receive appropriate help in a timely manner;
  • monitoring budget exhaustion and managing costs and contracts;
  • creating control and management information for management reports for the alderman and to improve our services and policy; conducting scientific research and/or statistics;
  • conducting audits or fraud investigations.

From whom do we collect personal data?

In the context of the municipal tasks related to youth care, the municipality collects and uses personal data of various Hilversum residents. These are help seekers under the age of 23 who need (specific) youth assistance and their parents, carers or authorities.

What personal data do we use

The municipality of Hilversum uses different categories of personal data of the Hilversum residents involved. For example, the municipality uses name, address, citizen service number (BSN), date of birth and information about the youth care allocated. The municipality cannot view the files of the care providers involved. However, these can be shared with the consent of the youth/parents. We use personal data of a young person and his parents. This concerns, for example, the following data:

  • Name and address details
  • Date of Birth
  • BSN
  • Information about assigned youth care, such as care category, date in / out of care
  • Reason for termination of care
  • Referrer (such as, general practitioner, school)
  • Disposition/assignment number
  • Information about objection and appeal procedures
  • Health data
  • Criminal history data
  • Contact information
  • Family composition
  • request for help
  • Youth aid plan
  • Signals in Reference Index for at-risk youth (VIR)
  • Social network
  • Information on child protection measures
  • Reports to Safe Home

Legal basis

Chapter 7 Youth Act and associated regulation determine the basis for the processing of (special) personal data for the above purposes. Application forms are signed by authoritative parent(s) and young people aged 12 and over.

Who receives the personal data

When this is necessary for the purposes below or if it is required by law, we share personal data. For example, we share with youth care providers, referrers and the Social Insurance Bank (in the context of the personal budget). If we share data with other parties, we will inform you about this. We may share data with, for example, the following parties:

How long do we keep the personal data

We store personal data for 20 years as stipulated in the Archives Act 1995.
