Privacy statement bodycams

BOAs can use a bodycam. The data from the bodycam is not exchanged with other organizations. On this page you can read about the storage time of the images, who sees this data and how the bodycam works.

What do you need to know

Data

The municipality of Hilversum does not exchange the personal data of the bodycams with other organizations. However, the judiciary and the police can request data if an Extraordinary Investigation Officer (BOA) reports violence. The personal data is not processed outside the European Economic Area (EEA). No profiles are used. There is no automated decision making.

Personal data that are registered:

  • BOA numbers of BOAs of the municipality of Hilversum.
  • Video sound recordings (faces, clothes, posture, behavior, voice), including day, date, time.

Retention periods

The bodycam is continuously on standby and records everything, but does not save the images by default. This is called pre-recording. When the record button is pressed by the BOA, the previous 60 seconds are recorded. After the bodycam returns to standby, the recording continues for 60 seconds. Only these images are saved. The BOA can no longer influence this. Before recording, the BOA first issues a warning.

After 28 days, the recorded images are deleted and destroyed. Unless there is an incident relating to the safety of a BOA. The images are then stored until the moment they are no longer necessary for the handling of the incident.

Security

The images are stored encrypted on the bodycam and cannot be viewed or deleted on site. After the service, the bodycam recordings are removed and uploaded to a secure environment. The security meets high requirements, such as those that apply to all comparable systems of the municipality of Hilversum.

Who can view the images

Only authorized officials of the municipality are allowed to view the recordings and only if it fits within the objective of increasing the safety of the BOAs. In addition, every data subject (the filmed citizen or enforcer) has the right to inspect their own personal data. All parties involved can send a request for access according to the procedure on the page: Privacy statement Municipality of Hilversum. It is not allowed to view data of other persons: they are therefore made unrecognizable.

Purpose

The purpose of processing personal data through the use of bodycams is to promote objective safety (by preventing and limiting the number and seriousness of incidents) and the (more subjective) sense of safety of Extraordinary Investigating Officers (BOAs). The municipality processes this personal data on the basis of the representation of its legitimate interests as an employer of the BOAs. As an employer, the municipality of Hilversum has a special responsibility for the safety and well-being of its employees when performing the assigned tasks.
