Camera surveillance helps to make Hilversum safer. Cameras are installed in the city centre to monitor public order. Who manages the images, what the rules are and how you can request the images can be read on this page.

Manage camera images

The police are responsible for processing the images from cameras in public spaces (151c Municipal Act). This means that the police determine the purposes for which and the means by which personal data are processed. The mayor has the authority, after approval by the municipal council via the General Local Regulation (APV), to place cameras in her municipality, but only the police can view and use the images. These images fall under the Police Data Act (WPG)

The cameras in public spaces are viewed live during busy nights out or events. The municipality determines where the cameras are placed. The police use the images for (criminal) investigations. You cannot simply request the camera images from the police, there are strict rules for this from the Police Data Act (WPG)The police will determine whether you may view the images. 

Dynamic (inner) city closure

In the city centre there are also cameras at the poles that close off the city centre. These are the poles that ensure that you cannot simply drive into the shopping area with your car. Only vehicles with permission are allowed to enter. Whether a vehicle has permission to drive into the city centre is checked using the license plate. Sometimes the poles have to be operated manually. In that case it is important to be able to see who is there and why they want to enter. The cameras help with that. 

In addition, the cameras are used in case of damage to the poles. These pole installations are expensive and are regularly damaged. The images can then serve as evidence for the insurance. The images fall under the Privacy Act (GDPR)The municipality is responsible for processing these images.

Privacy Policy

Camera surveillance affects your privacy. That is why there are clear rules:

  • Camera images are kept for a maximum of 4 weeks, unless the police need them for an investigation
  • The images are only used to maintain public order and to detect criminal offences.
  • The Dutch Data Protection Authority checks whether the rules are being properly observed

There are differences between the cameras in the center and the bodycams of enforcement officers (BOAs):
