Solar panels or solar collectors

You want to add solar panels or solar collectors to your building. You sometimes need an environmental permit for this. If your building is in a protected cityscape, special rules apply. If your building is a monument, you must always apply for a permit. Look at the different situations. On the map you can see whether your building is located in a protected urban area or is a monument.

Monument or protected city area

On the map you can see whether your building is a monument or is located in a protected urban area. Type your address in the search bar. Click on your home on the map. Then click on the link 'Additional information' for information about the rules for solar panels or solar collectors on your home. This will take you to the situation that applies to your building.

Situation 1: Roof outside protected area and no monument

Your roof is not located in an area designated as a 'protected cityscape' and your building is not a monument. You do not need to apply for a permit to install solar panels or solar collectors.

But there are national requirements that apply to the installation of solar panels and solar collectors.

Situation 2: Special roof in protected cityscape

Your roof is located in an area that has been designated as a 'protected cityscape'. Your roof has a special shape that makes installing solar panels more difficult. As a result, the assessment by the municipality is tailor-made. It is therefore possible that not all desired solar panels can be installed.

You can install solar panels without a permit in a few places:

  • On the sloping roof at the back of your building
  • On the roofs of all annexes and outbuildings that are not visible from the public road

If you prefer to install solar panels on the sloping roof at the front or side of your building, you will need a permit. The following rules apply:

  • The solar panels are neatly against each other, so not separate  
  • The tops and bottoms of the panels fit together and do not stagger from each other. In addition, the solar panels must all be in the same direction, horizontally or vertically. So there are no panels in different directions on the same part of the roof
  • If several rows of solar panels can be placed on a roof, then these rows are the same length and are placed in the same way
  • You may only place the solar panels in one plane or in one or more rows on the roof. So not in the shape of an 'L' or an 'I'  
  • You may also not place them around an object, such as a skylight, pipe or dormer window  
  • If you have solar panels installed together with your neighbours, make sure that the rows of solar panels on both roofs are on the same horizontal line
  • The rows of solar panels on both roofs may neatly connect to each other, whereby a solar panel can also be placed on or over the plot boundary 
     

In some places on the roof it is not possible to install solar panels in one plane or in one or more rows. For example, with a special roof with corners, protrusions, very small surfaces, a roof in the shape of a circle or a triangle, or another special situation. So a roof with a shape other than a simple rectangle, where you cannot place the rectangular solar panels in one plane or one or more rows. That is why installing solar panels on these special roofs is not allowed.

  • Has someone already installed solar panels in your street or building (with a permit)? Then this is an example of how you should install your solar panels. This is how we ensure that the roofs continue to look neat
  • The panels and frame must be placed in a matte finish (no aluminum frame or glossy blue panels)
  • The panels are placed on the existing roof covering (the material the roof is made of). When the panels are removed, the original roof covering can be seen again

Enclose with the permit application

  • Completely completed application form
  • Drawing (scale 1:100) on which is indicated: 
    • Where the panels will be placed
    • How many are posted
    • What are the dimensions of the panels 
    • What are the distances to the eaves
    • Other parts such as dormer windows, skylights and chimneys 
  • Technical data about the panels (e.g. color and gloss) and the attachment to the roof construction. This can be, for example, a product description (product certificate).
  • Color photos of the place where the solar panels will be placed

The municipality may ask for more information. 

Situation 3: Simple roof in protected cityscape

Your roof is located in an area designated as a 'protected cityscape' and your roof has a simple shape. This roof offers ample opportunities for installing solar panels. You can install solar panels without a permit in a few places:

  • On the sloping roof at the back of your building
  • On the roofs of all annexes and outbuildings that are not visible from the public road

Would you rather place solar panels on the sloping roof at the front or side of your building? You need a permit for this. The following rules apply to this:

  • The panels are laid in one calm and cohesive laying pattern, in one plane or in horizontal strips. This means that the solar panels lie neatly against each other, not separately from each other
  • The tops and bottoms of the panels fit together and do not stagger from each other
  • In addition, the solar panels must all be in the same direction, horizontally or vertically. So there are no panels in different directions on the same part of the roof
  • If several rows of solar panels can be placed on a roof, then these rows are the same length and are placed in the same way
  • You may only place the solar panels in one plane or in one or more rows on the roof. So not in the shape of an 'L' or an 'I'. You may also not place them around an object, such as a skylight, pipe or dormer window

Situation 4: Flat roof or roof after 1960 in protected area

  • Your roof is located in an area designated as a 'protected cityscape' 
  • It is a flat roof or a roof on a building built after 1960 
  • Your building is not a monument

Placing solar panels on your roof will not affect the protected cityscape

You must apply for a permit to install solar panels or solar collectors. You do not have to send any information about your plans. This permit is usually given.

Situation 5: Monument

You always need 2 permits to install solar panels or solar collectors on monuments. A building permit and a monument permit.

  • Completely completed application form (both “building activity” and “monument activity”)
  • Drawing (scale 1:100) on which is indicated:
    • Where the panels will be placed
    • How many are posted
    • What are the dimensions of the panels 
    • What are the distances to the eaves
    • Other parts such as dormer windows, skylights and chimneys 
  • Technical data about the panels (e.g. color and gloss) and the attachment to the roof construction. This can be, for example, a product description (product certificate).
  • Color photos of the place where the solar panels will be placed, of the environment and of the color of the roof
  • Visibility study (to show what can be seen of the panels)

The municipality may ask for more information. 

Situation 6: Roof on an extension or outbuilding in a conservation area, not visible from the public road

  • The roof of your extension or outbuilding is located in an area that has been designated as a 'protected cityscape'
  • The roof is not visible from the public road

You do not need to apply for a permit to install solar panels or solar collectors. But there are national requirements that apply to the installation of solar panels and solar collectors.

Together with your neighbours

You can work together with your neighbors and install solar panels on your entire housing block or street at once. This can be more economical and it often looks better.

You may also be interested in other measures or would like to know whether you are eligible for a sustainability loan or subsidy:

Report when you start and when work is completed

  • You must always report when you start construction
  • You do this at least 2 working days before the start of construction  
  • You report it via Environment counter
  • You must also inform the municipality no later than the first working day after the work has been completed. You may not use the structure before you have informed the municipality.
