What do you need to know
- The introduction of the Wkb only applies to new construction of buildings in consequence class 1. This concerns homes and small commercial buildings
- The Wkb also applies to the renovation of buildings in consequence class 1
- The municipality is currently still responsible for the rules regarding the construction and renovation of buildings in consequence class 2 and consequence class 3
Mention
Before you can use the structure, you must report to the municipality that the work has been completed. You must submit a report with:
- The quality assurance statement
- The contractor's details
The municipality will assess your report within 2 weeks. Until then, you are not allowed to use the structure.
What will change
Due to the Quality Assurance in Construction Act (Wkb), the way we handle and inspect your construction plans is changing. You now hire someone yourself to check the quality of the new construction. We have listed the changes:
- Before you start building, look through it environmental counter whether your construction plan falls under the Wkb. If so, you hire a quality assurance officer through your architect, consultant or contractor. Or you can look for one yourself independent quality assurance
- You also need a quality assurance officer if you do not need an environmental permit but your construction plan does fall under the Wkb. The permit check You can do this via the environmental counter
- The quality assurance monitors the construction project from start to finish. The quality assurance also checks whether the structure meets the requirements. This saves time and reduces the chance of errors
- The construction process starts with a construction notification to the municipality. The municipality reserves the right to supervise and enforce
Special local circumstances

Possibly (very) hard subsoil (sandy soil)
In most locations in Hilversum, a nice, dry construction pit can be created due to the available sandy soil. In addition to the many advantages, there are also some risks that must be taken into account.
Usually, foundations are laid on steel. Sometimes soil improvement is required, and occasionally it will be necessary to resort to a pile foundation. We assume that this construction will be founded on steel. Should that not be the case, we also ask for your attention to the following.
Pile foundations and retaining structures
Soil pressure can rise very locally and suddenly to very high values. Driving precast piles, steel pipe piles, sheet piles, and other soil-displacing systems can therefore cause damage, nuisance, and (serious) problems.
- Vibrations and damage to adjacent structures founded on steel, up to a radius of several hundred meters
- Not all piles or walls can be driven to the desired depth.
Within built-up areas, foundations must therefore be vibration-free. This means not using soil-displacing driven piles, such as precast concrete piles, vibro piles, and (internally driven) steel pipe piles.
Soil-removing pile systems can be used if a pile foundation proves necessary. Examples include bored screw piles (such as mortar screw piles).
