What do you need to know
- The municipality will automatically have an environmental plan on January 1, 2024: it is called an environmental plan by operation of lawThis Environmental Plan is a temporary section. The municipality will gradually transform this section into a complete Environmental Plan, which will be completed by 2032 at the latest.
- The Hilversum Municipal Environmental Plan is the successor to (among others) zoning plans
- In the coming years, a large number of rules from regulations, including part of the General Local Regulation (APV), will be included in the Environmental Plan
- The Environmental Plan describes how and where construction is permitted, but also health and all kinds of environmental topics are described in the Environmental Plan
- In the Environmental Plan, the municipality can choose whether or not to set rules, but it can also determine whether a permit is required for something or whether a notification obligation applies

Amendment of environmental plan in procedure
The Hilversum Municipal Environmental Plan may not be adequate or sufficiently up-to-date. If this is the case, the plan must be amended. Amendments to the plan are made through a statutory process. This is called a procedure. Once the draft decision is finalized, it is issued. announced and made available for inspection so that comments (a response) can be submitted. The draft decision can be found at government.nl and on milieuloket.nl.

Amendment 'Environmental Plan Municipality of Hilversum Target Groups 1221'
The Mayor and Aldermen of Hilversum announce that the Council of the Municipality of Hilversum adopted the amendment to the 'Environmental Plan Municipality of Hilversum Target Groups 1221' on 10 June 2026.
Area of the change
Area 1221 concerns the postal code area of 1221 that was previously included in the Chw zoning plan 1221. It concerns only the section regarding target groups and housing categories.
Inspection and lodging an appeal
The adopted amendment to the 'Environmental Plan Municipality of Hilversum Target Groups 1221' can be consulted digitally via Rules on the Map and the Municipal GazetteAn appeal against the decision of the municipal council may be lodged during a period of 6 weeks (from 3 July 2026 to 13 August 2026).

Amended adopted amendment 'Environmental Plan Municipality of Hilversum Arenapark Aesthetics'
The Mayor and Aldermen of Hilversum announce that the Council of the Municipality of Hilversum adopted the amendment to the 'Environmental Plan Municipality of Hilversum Arenapark Aesthetics' (amended) on 10 June 2026. established (see agenda item 11 on this page). It was announced on June 25, 2026 that the decision documents regarding this amendment are available for digital inspection. The policy rules containing requirements for the aesthetic assessment of building applications within the Arenapark have also been adopted. These policy rules have been incorporated into the Visual Quality Plan for the Arena Park.
Area of the change
The Arenapark area is situated in the southeast of Hilversum, roughly located between the Soestdijkerstraatweg, the Oostereind, the Diependaalselaan, and the railway. The amendment to the 'Hilversum Municipality Area Plan Arenapark Aesthetics' and the policy rules apply to this area.
Inspection and lodging an appeal
The (amended) adopted amendment to the 'Environmental Plan Municipality of Hilversum Arenapark Aesthetics' is available for digital consultation via Rules on the MapAn appeal against the decision of the municipal council may be lodged during a period of 6 weeks (from 26 June 2026 to 6 August 2026).

The decision to adopt the amendment to the 'Environmental Plan Municipality of Hilversum Arenapark Aesthetics' enters into force as of July 18, 2026. Against the adoption of the policy rules the Visual Quality Plan No appeal is possible regarding the Arenapark.
Intention to amend the environmental plan for Gardens Struikheidelaan 2 to 14
An amendment to the spatial plan is being prepared, for which an opportunity for participation is being offered. This concerns an amendment regarding the back gardens of the addresses Struikheidelaan 2 through 14.

During that period, everyone will have the opportunity to submit a response by letter (addressed to the Municipal Executive, P.O. Draft Comprehensive Amendment 1 to the Environmental Plan of the Municipality of Hilversum
A draft for Integral Amendment 1 of the Hilversum Municipality Environment Plan is ready, for which an opportunity is being offered to submit views. This concerns an amendment regarding geothermal energy, aesthetic policy, and water management.
The design amendment can be consulted in two ways:

An opportunity to submit comments regarding the draft amendment to the environmental plan will take place from 19 June 2026 for a period of 6 weeks. The notice in the Municipal Gazette and in Hilversums Nieuws of 18 June 2026 indicates how any comments may be submitted.
Submit plan
- If you are preparing a concrete plan, you can apply for an environmental permit. We call this an environmental plan activity (OPA)
- If the application does not fit within the environmental plan, you can also apply for an environmental permit to deviate from the Hilversum Municipal Environmental Plan. This is a extra-plan environmental plan activity (BOPA)
Deviating from the environmental plan
Deviating from an environmental plan is different from deviating from a zoning plan.
With a permit for one extra-plan environmental plan activity (BOPA) Deviations from the rules included in the Hilversum Municipal Environmental Plan are permitted. This applies to both minor and major deviations. For larger development sites, such as those for residential construction, the environmental plan itself is often amended. In the case of major deviations, a resident or business owner must decide how they intend to deviate from the environmental plan.
Advisory right of the council
Under the Environmental Act, the council is authorized to grant environmental permits for activities that fit within the environmental plan, but also for cases that do not fit within the environmental plan (the extra-plan environmental plan activity). For the extra-plan environmental plan activity, the municipal council has designated cases in which a binding advice from the council is required to deviate from the environmental plan.
