Renovate or modify a monument

You want to renovate, restore or modify a national or municipal monument. You often need a permit for this. You can do a permit check and application via the Environment Desk.

What do you need to know

Permit check

With the Permit Check you can quickly check whether you need to apply for a permit for your work, submit a notification or whether another obligation applies.

  • You must be the owner to apply for the permit
  • Whether you live in a monument or in a protected urban area, you can see on the map monuments and protected cityscape
  • Hilversum has 3 protected cityscapes: Northwest Villa Area, Plan East and Hilversum South
  • If your monument is not in a conservation area, the rules stated on this page apply to renovations
  • If your monument is in a protected cityscape, the rules stated on this page apply to renovation. But you must also comply with the rules for protected cityscape that are mentioned in the zoning plan
  • If your building is not a monument, but is located in a protected urban area the rules for renovation in protected cityscape

Renovation without a permit

You do not apply for a permit for minor maintenance and the modification of parts without monumental value. Provided that the same materials are used, details remain the same and the appearance does not change. For example:

  • Local repair of masonry and pointing using the same materials and techniques as existing
  • Partial repairs to roofs, gutters and rainwater drains
  • Repair wood rot through partial replacement without completely replacing a part
  • Maintenance painting in the same colors
  • Removing upholstery and interior parts (such as suspended ceilings, kitchens or bathrooms) without historical value. Consult our cultural heritage advisors first to determine whether the finishes have monumental value
  • Please refer to the permit check whether your activities are permit-free

Renovation with permit

You apply for a permit for renovations and major maintenance. This applies to the inside and outside of your building. For example:

  • Renovating or enlarging the building/outbuildings
  • Change the function
  • Change detailing
  • Casco and layout change, such as removing floors and walls, breaking through or installing new ones
  • Replacement of frames, doors and/or windows
  • Replacing single glazing with double glazing
  • Major maintenance, such as complete renovation of the roof, complete replacement of jointing, cleaning of the facade
  • Changing colors
  • Removal of monumental upholstery, parts and/or finishes in the interior
  • Sustainability
  • Post isolation
  • Places of solar panels or solar collectors/ solar water heaters / dormer windows / skylights
  • Placing or changing monumental partitions, see also protected city view
  • (Partially) demolish

Feasibility study

  • We recommend a to conduct a feasibility study
  • The feasibility study is done with sketches and indicative plans to determine and give you insight into whether your plan is desirable and/or feasible and prevents unnecessary costs.
  • The feasibility study is not mandatory and costs money 

Nature conservation

  • You must check whether plants or animals that are protected by the Nature Conservation Act live on the construction site. see if you need permission and how to request it

Involve the neighborhood

  • In Hilversum, everyone who starts a project (initiators) has to contact people who live in the area or are involved in another way (stakeholders) at an early stage. That's called participation
  • It can be residents who want to place a dormer window, but also companies that want to build a new residential area

Construction and demolition safety

  • To be able to build (or demolish) safely, you must have a risk matrix complete and submit with the notification or permit application for 'technical construction activity'
  • The completed risk matrix indicates whether you need to draw up a construction safety plan and whether you need to appoint a safety coordinator
  • A construction safety plan is about the measures you take in the areas of Accessibility, Livability and Safety. And about communication about this to the neighborhood

What do you have to do

Request

  • you do the application digitally via the Environment Desk. You need your DigiD or eHerkenning for this. Please note that you must request 2 activities when renovating a monument: 
    • Carrying out work in, on or on a monument or archaeological monument;
    • And the Construction Activity (environmental plan)
  • You can also apply in writing. In the Environment counter start the application and answer the questions. You can download, print and send the digital application form to the municipality by post. Send the completed application form with all requested documents to:

  • Do not put personal data on drawings, calculations or reports to protect your privacy

Send along

  • Monument number (can be found at Rijksmonumentenregister.nl of the overview map of the municipality)
  • What the building is used for now and the new use (if that changes)
  • The reason and description of the construction activities
  • For a national monument: a Periodic Maintenance Plan (PIP, if you have one)
  • Material overview and color overview
  • Overview photos and detail photos in color
  • Drawings with clear measurements:
    • Situation drawing 1:1000 or land registry card – existing and new
    • Facade drawings 1:100, with major changes 1:20 or 1:50 – existing and new
    • Plans and sections 1:100 – existing and new
    • (Principle) details of face-defining parts 1:2 or 1:5 – existing and new
    • Construction drawings
    • Views of the new building from different angles
  • Depending on the size of the activities and the status of the monument:
    • Building history research and/or color history research
    • Construction calculations (if the construction changes)
    • Technical information about new materials such as glass type, solar panels, etc.
    • Examples of distinctive new materials such as facing brick, type of glass, etc.

After your request

  • We will only process your application once you have submitted all documents and data
  • It depends on the type of request how long it takes before you receive an answer. We make a difference between a standard request and an extensive request. In the confirmation email of your application you can read which application process applies to you (which treatment procedure)
  • You will receive the decision by e-mail. The decision is also published on the website officialannouncements.nl put

Standard request

  • Municipal monuments
  • provincial monuments
  • For minor adjustments to national monuments
  • We will process your request within 8 weeks. The municipality may extend this period once by a maximum of 1 weeks. You will receive an email if this is necessary

6 weeks of objection

  • After the decision on your permit application, you can: objection to make. This is allowed within 6 weeks after the decision has been made 
  • Other people may also object
  • The permit tells you when you can start the work
  • In the event of an irreparable situation, we recommend that you wait with the work until after the objection period 
  • As an applicant, you will be notified if there is an objection 

Extensive request

  • This applies to major adjustments to a national monument (repurposing, demolition or reconstruction).
  • We will process your application within 26 weeks. The municipality may extend this period once by a maximum of 1 weeks. You will receive an email if this is necessary
  • You and other persons involved in the decision (interested parties) have 6 weeks after the decision has been sent to as a profession to go
  • As an applicant, you will be notified when an appeal has been received
  • You can start the activities after the 6-week appeal period, but only if there is no preliminary injunction has been asked. This is a special arrangement that an interested party can request from the court

Notify when you start

  • You must always report when you start the (construction) activities
  • You do this at least 2 working days before the start of construction  
  • You report it via the Environment Desk
  • You must also inform the municipality no later than the first working day after the work has been completed. You can also do this via it Environment counter
  • You may not use the structure before you have informed the municipality

What does it cost

  • Requesting a permit for monument modification: € 125,00 plus costs for applying for the construction activity environmental plan
  • You will find the costs in the Fee ordinance (chapter 2, from article 2.3).
  • You also pay costs if the permit is not issued or if you stop the application  
  • The municipality does not charge any costs when applying for the installation of solar panels
