Roof construction

You want to add extra space to your building by installing a roof structure. You need a permit for this. You can check and apply for a permit via the Environment Desk. Special rules apply in protected cityscapes.

What do you need to know

  • You always need a permit to place a roof structure
  • The permit check gives you clarity about what you need to do or what obligations apply to you. The outcome of the permit check can be:
    • Apply for a permit for 'Construction activity (environmental plan):  
      • the municipality will assess whether your construction or renovation plans comply with the rules in the environmental plan. In the environmental plan, the municipality determines what may happen to the space in the municipality.  
    • Apply for a permit for 'Construction activity (technical)'
      • The municipality will check whether your (re)construction plans meet the technical building regulations.
  • When installing a structure, such as a roof structure, you must always comply with the Living Environment Construction Works Decree.  
  • If your building in protected city view state special rules apply. In Hilversum, the Noordwestelijk Villagebied, Plan Oost and Hilversum Zuid districts are protected
  • If your building has a monument does apply special rules
  • Check whether your building is in a protected cityscape or is a monument
  • Sometimes it is necessary that you also apply for a permit or report for other activities. Make sure you check the rules in time and submit the request or report via the Environment counter. This prevents you from not being allowed to start. See the links under the heading View also

welfare rules

  • Make sure that your application fits within the rules for roof structures in the Welstandsnota. In the welfare note contain the rules about what a building may look like and whether the design fits in with the environment.
  • The welfare memorandum mentions 3 welfare levels:
    1.    deprived and ordinary areas
    2.    special welfare areas
    3.    protected situations
  • If you do not know the quality of your building, you can contact the Public Affairs department, Backoffice team, via 14 035 of environment permit@hilversum.nl
  • Plans that, for example, in terms of dimensions, design and detailing meet the aesthetics rules are usually processed faster

Involve the neighborhood (participation)

  • In Hilversum we recommend that anyone who starts a project (initiators) contact people who live in the area or are involved in another way (stakeholders) at an early stage. That's called participation
  • For example, it may concern residents who want to place a dormer window, but also companies that want to build a new residential area

Request

  • You do this digitally via the Environment Desk. You need your DigiD or eHerkenning for this.
  • Or you make the request in writing. You can start the application and answer the questions at the Environment Desk. You can download, print and send the digital application form to the municipality by post. Send the completed application form with all requested documents to:

  • Do not put personal data on drawings, calculations or reports to protect your privacy

Drawings

  • View one sample drawing (pdf, 553 KB)
  • Situation drawing (scale 1:500, existing condition and new condition) showing:  
    • The size of the building and the land
    • How the building is located and where the site boundaries and roads are
    • Where are the entrances to the site
    • The grounds next to it and the buildings on it
    • How the land and the structure will be used
  • A floor plan (1:100) of all floors, including the floor on which the roof structure will be built (existing and new)
  • A horizontal cross section 1200 mm above floor level showing:  
    • How partitions are made on the inside and outside of the building and of what material
    • Level measurements of the floor
    • Stairs and ramps
    • Inner and outer frames, with direction of rotation of movable parts if there are any
    • Ducts, shafts, channels and chimneys
    • The size, use and filling of spaces
  • Other information that is good to show on floor plans, such as toilet room, bath room, outdoor storage room, outdoor space, storage space, the location of the sink and cooking, heating and hot water appliances
  • All drawings must have clear dimensions and scale, with floor levels measured from street level and the height from ground level at the site of the building entrance
  • Drawings of the facades of the building (1:100 scale, existing and new)
  • Principle details of parts that determine the appearance of the structure (scale 1:5)

Sizing

Dimensions in millimeters of:

  • The height of the roof structure measured from the street level
  • The height of the roof structure compared to the height of the building layers
  • Length and width of the roof surface of the building
  • Length and width of the roof structure
  • The height of the top of the roof structure, measured in relation to the adjacent site
  • The headroom in the existing space measured from the connecting floor
  • The headroom in the new space measured from the connecting floor
  • The size and placement of frame(s)
  • The height of the gutter of the roof structure in relation to the height of the roof ridge
  • Inclination angle of the existing roof and of the roof structure

Construction

From the point of view of constructive safety, you add data (existing and new) of:

  • The materials used
  • The dimensions of the materials used (for example, the length of beams)
  • The construction of the structure of the building (for example how thick the roof beams are or how you strengthen the roof)
  • You indicate this on the construction drawing(s), with dimensions of the constructive parts

Other

  • Photos of the existing situation including adjacent buildings
  • The use of materials and colors (of facades, jointing, frames, windows, gutters, fascia, roofing)

After your request

  • After your request you will receive a confirmation email
  • We will only process your application once you have submitted all documents and data
  • We will process your request within 8 weeks. The municipality may extend this period once by a maximum of 1 weeks. You will receive an email if this is necessary
  •    If your application is not complete, the municipality will send you an email to send you the missing information. The time you get for this does not count in the treatment period of 8 weeks
  •    You will receive the decision by email. The decision will also be published on government.nl

6 weeks of objection

  • After the decision on your permit application, you can: to object. This is allowed within 6 weeks after the decision has been made
  • Other people may also object. You may be required to reverse the changes at your own expense if an objection is accepted
  • We therefore recommend that you only start your work a few days after these 6 weeks.  
  • As an applicant, you will be notified if there is an objection

Report when you start and when work is completed

  • You must always report when you start construction
  • You do this at least 2 working days before the start of construction
  • You report it via Environment counter
  • You must also inform the municipality no later than the first working day after the work has been completed. You may not use the structure before you have informed the municipality

What does it cost

  • We charge costs for processing an environmental permit application
  • The costs vary per request and number of activities
  • A permit to build a roof structure costs a percentage of the contract price (the amount for which a construction company does the work, without VAT), with a minimum amount.

  • You also pay costs if the permit is not granted or if you stop the application
