Committee on Spatial Quality & Monuments (wealth)

If you are going to build or renovate, the Spatial Quality & Monuments (welfare) committee will check your construction plan. There are rules for, for example, design, height, details and use of materials and colors. Based on their advice, the municipality will or will not grant you a permit.

Spatial Quality & Monuments Committee 

The Spatial Quality and Monuments Committee advises the municipality of Hilversum on achieving and maintaining good environmental quality. The committee is divided into subcommittees. All subcommittees together form the Spatial Quality and Monuments Committee (CRK&M).

Composition of the committee

The CRK&M consists of 9 members:

  • Rowin Petersma, chairman
  • Pieter Lievense, member of architecture
  • Hugo van Velzen, member of restoration and building history (monument member)
  • Ingrid Oosterheerd, member of cultural and architectural history (monument member)
  • Jan Willem Baijense, member of architecture
  • Marc Holvoet, member of landscape architecture
  • Claudia Schmidt, member of architecture
  • Rocco Reukema, member of urban planning
  • Paulien van der Grinten, citizen member

Small Plans Subcommittee

This committee advises on minor changes to buildings within protected cityscapes and on monument plans that fall outside the 2021 Official Aesthetic Assessment regulations. This committee also advises if there are doubts about the official advice provided by the secretariat. The committee then consists of two members: an architect and a restoration architect (for heritage and monuments).

Subcommittee 1

This committee advises on larger, complex plans during the assessment phase. These are often environmental permit applications. The committee consists of four members: three architects and a member of the public.

Subcommittee 2

This committee advises on larger, complex plans during the design phase. These often involve requests for preliminary research and customized initiatives. The committee consists of seven members: three architects, an urban planner, a cultural history expert, a landscape architect, and a citizen member.

Subcommittee 3

This committee advises on spatial plans, programs, spatial policy, and visions with spatial impact. The committee consists of seven members: three architects, one urban planner, one cultural history expert, one landscape expert, and one citizen member.

Meeting

  • The committee meets once every 1 weeks on Thursdays
  • The meetings are public
  • When applying for an environmental permit, you can indicate whether you want to provide a verbal explanation of your construction plan. If you choose, you will receive an invitation by email no later than the Tuesday before the meeting. You will find all information in this email. The committee recommends that you attend the meeting in person to explain your plan
  • In order to process your building plan quickly, it is important that the committee has as complete a picture as possible. Think of sufficient drawings with the dimensions, photos of the situation and environment and the use of materials and colors
  • Interested parties register as visitors. You cannot express your opinion (no right to speak). Visitors must register no later than two days before the meeting date via the contact form.. When registering, you provide your name, e-mail address and telephone number
