Committee on Spatial Quality & Monuments (wealth)

If you are going to build or renovate, the Spatial Quality & Monuments (welfare) committee will check your construction plan. There are rules for, for example, design, height, details and use of materials and colors. Based on their advice, the municipality will or will not grant you a permit.

Spatial Quality & Monuments Committee 

The Spatial Quality and Monuments Committee advises the municipality of Hilversum on achieving and maintaining good environmental quality. The committee is divided into subcommittees. All subcommittees together form the Spatial Quality and Monuments Committee (CRK&M).

Composition of the committee

The CRK&M consists of 9 members:

  • Rowin Petersma, chairman
  • Alenca Mulder, member of restoration and building history (monument member)
  • Hugo van Velzen, member of restoration and building history (monument member)
  • Ingrid Oosterheerd, member of cultural and architectural history (monument member)
  • Jan Willem Baijense, member of architecture
  • Joris Molenaar, member of architecture
  • Claudia Schmidt, member of architecture
  • Rocco Reukema, member of urban planning
  • Hester Gietelink, citizen member

Small Plans Subcommittee

This committee advises on minor changes to buildings within the protected townscapes and to plans for monuments that fall outside the rules of the 2021 official aesthetics test. Even if there are doubts about the official advice by the secretariat. The committee then consists of 3 members: restoration architect, architect and cultural history (for monuments)

Subcommittee 1

This committee advises on larger complex plans in the assessment phase. These are often environmental permit applications. The committee then consists of 4 members: restoration architect, 2 architects and a civilian member.

Subcommittee 2

This committee advises on larger, complicated plans in the design phase. These are often requests for preliminary research and tailor-made initiatives. The committee then consists of 7 members; restoration architect, 3 architects, cultural history, urban planner and a citizen member.

Subcommittee 3

This committee advises on spatial plans, programmes, spatial policy and visions with spatial impact. The committee then consists of 5 members: 2 architects, cultural history, urban planner and a citizen member.

Meeting

  • The committee meets once every 1 weeks on Thursdays
  • The meetings are public
  • When applying for an environmental permit, you can indicate whether you want to provide a verbal explanation of your construction plan. If you choose, you will receive an invitation by email no later than the Tuesday before the meeting. You will find all information in this email. The committee recommends that you attend the meeting in person to explain your plan
  • In order to process your building plan quickly, it is important that the committee has as complete a picture as possible. Think of sufficient drawings with the dimensions, photos of the situation and environment and the use of materials and colors
  • Interested persons register as a visitor. You cannot give your opinion (no right to speak). Visitors report no later than 2 days before the meeting date via the e-mail address: crkm@hilversum.nl. When registering, you provide your name, e-mail address and telephone number
