Protected city view

You want to make adjustments to a building that is not a monument, but is located in a protected cityscape. For example, renovating, restoring or doing maintenance. You may need to apply for a permit. You can do a permit check and request via the Environment Desk.

What do you need to know

  • Hilversum has 3 protected cityscapes: Northwest Villa Area, Plan East and Hilversum South
  • You check whether your building is a national or municipal monument, and/or is in a protected cityscape on the map with monuments and protected cityscapes
  • If your building is a monument, the rules for monuments
  • If your building is not a monument, but is in a protected cityscape, the following rules apply to renovation:
  • If you are not sure whether you need to apply for a permit, you can always permit check do

Without a permit

You do not apply for a permit for standard maintenance and the modification of parts without monumental value.

  • The same materials are used
  • Details remain the same
  • The appearance does not change
  • The adjustments fit in with the rest of the neighborhood

Examples

  • Painting woodwork (in the same color)
  • Repair or replace rotten woodwork
  • Repair damaged masonry and/or jointing
  • Replace broken slates or roof tiles
  • Replacing bitumen roofing
  • Replacing zinc gutters and rainwater drainage (downpipe)
  • Adjusting the back (except with a large extension)
  • Place solar panels or solar collectors on the roof at the back that does not face the publicly accessible area

With permit

  • You apply for a permit for demolition, renovation and major maintenance. This applies to the inside and outside of your building and if the adjustments cannot be reversed. For example:
  • Adjusting the facade at the front or side (for example dormer windows, skylights or frames)
  • Solar panels or solar collectors places that are visible from the public road, for example at the front and side of the building
  • Big work that changes the look
  • Changing material use at the front and side of a building
  • Changing details on the front and side
  • You will probably need to apply for a permit if you have a dormer on a mansard roof (kinked roof) want to post

Involve the neighborhood

  • In Hilversum, everyone who starts a project (initiators) has to contact people who live in the area or are involved in another way (stakeholders) at an early stage. That's called participation
  • It can be residents who want to place a dormer window, but also companies that want to build a new residential area

Construction and demolition safety

In order to be able to build (or demolish) safely, you must complete a risk matrix and submit it with the notification or permit application for 'technical construction activity'. The completed risk matrix indicates whether you need to draw up a construction safety plan and whether you need to appoint a safety coordinator. A construction safety plan is about the measures you take in the areas of Accessibility, Livability and Safety. And about communication about this to the neighborhood. What do you have to do

Request

  • you do the application digitally via the Environment Desk† You need your DigiD or eHerkenning for this
  • Or you make the request in writing. You can start the application and answer the questions at the Environment Desk. You can download, print and send the digital application form to the municipality by post. Send the completed application form with all requested documents to:

  • Do not put personal data on drawings, calculations or reports to protect your privacy

Send along

  • Material and color overview
  • Overview and detail photos in color
  • Drawings with clear measurements:
    • Situation drawing 1:1000 or land registry card – existing and new
    • Facade drawings 1:100, with major changes 1:20 or 1:50 – existing and new
    • Plans and sections 1:100 – existing and new
    • (Principle) details of face-defining parts 1:2 or 1:5 – existing and new
  • Depending on the size of the activities:
    • Construction calculations (if the construction changes)
    • Technical information about new materials such as glass type, solar panels, etc.
    • Examples of new materials that define the image (if they are going to be used) such as facing brick or type of glass

After your request

  • After your request you will receive a confirmation email
  • We will only process your application once you have submitted all documents and data
  • We will process your request within 8 weeks. The municipality may extend this period once by a maximum of 1 weeks. You will receive an email if this is necessary
  • If your application is not complete, the municipality will send you an email to send you the missing information. The time you get for this does not count in the treatment period of 8 weeks
  • You will receive the decision by email. The decision will also be published on officialannouncements.nl

6 weeks of objection

  • After the decision on your permit application, you can: objection to make. This must be done within 6 weeks after the decision has been made.  
  • Other people may also object. You may be required to reverse the changes at your own expense if an objection is accepted.  
  • We therefore recommend that you only start your work a few days after these 6 weeks.  
  • As an applicant, you will be notified if there is an objection 
     

Report when you start and when work is completed

  • You must always report when you start construction
  • You do this at least 2 working days before the start of construction  
  • You report it via Environment counter
  • You must also inform the municipality no later than the first working day after the work has been completed 
  • You may not use the structure before you have informed the municipality 

What does it cost

  • We charge costs for processing an environmental permit application
  • The costs vary per request and number of activities. For example, a permit for (re)building costs a percentage of the contract price (the amount for which a construction company does the work, without VAT).  
  • Additional costs may be incurred, for example for deviating from the environmental plan  
  • You will find information about the structure of costs in article 2.3 of the Fee ordinance. The costs per activity are listed in Chapter 2 of the Fee ordinance.  
  • You also pay costs if the permit is not granted or if you stop the application
