Extension or extension

You want to expand your building (extension) or add a new part (extension). For example, a utility room, conservatory, shed, garage, carport or informal care home. You may need a permit for this or there may be another obligation. To do this, do the permit check at the Environment Desk. You can also submit the application or notification at the Environment Desk. Special rules apply in protected cityscapes.

What do you need to know

Permit check

  • Do one first permit check
  • The permit check gives you clarity about what you need to do or what obligations apply to you
  • Once you have completed the Permit Check, you will receive an overview. It shows you what you need to do
  • The outcome of the permit check can be:
    • Apply for a permit for 'Construction activity (environmental plan): The municipality will assess whether your (re)construction plans comply with the rules in the environmental plan. In the environmental plan, the municipality determines what may happen to the space in the municipality
    • Apply for a permit for 'Construction activity (technical)': The municipality will test whether your (re)construction plans meet the technical building regulations
    • Submit a report for 'Construction activity (technical)': Sometimes there is a reporting obligation instead of a permit obligation
    • If the permit check shows that you are allowed to build without a permit, this does not mean rule-free. So you must always comply with the Buildings and Living Environment Decree (general rules about construction)
  • You always need a permit if your building has a monument is 
  • Click whether your building is in a protected cityscape or is a monument

Sometimes it is necessary that you also apply for other permits or make notifications. Make sure you check the rules in time and submit the request or notification. This prevents you from not being allowed to start 

welfare rules

  • Make sure that your application fits within the rules for extension or extension from the welfare note (chapter 5, these are rules about how a building may look and whether the design fits into its environment)
  • The welfare memorandum mentions 3 welfare levels:
  1. deprived and ordinary areas
  2. special welfare areas
  3. protected situations

  • Plans that, for example, in terms of dimensions, design and detailing meet the aesthetics rules are usually processed faster

The municipality's rules are often contained in different documents: the environmental plan and the zoning plans that are part of the environmental plan. In addition, the water board, the province and the national government also have rules and policies for a specific location.

Involve the neighborhood (participation)

  • In Hilversum, everyone who starts a project (initiators) has to contact people who live in the area or are involved in another way (stakeholders) at an early stage. That's called participation
  • For example, it may concern residents who want to place a dormer window, but also companies that want to build a new residential area

Construction and demolition safety

To be able to build (or demolish) safely, you must have a risk matrix complete and submit with the notification or permit application for 'technical construction activity'. The completed risk matrix indicates whether you need to draw up a construction safety plan and whether you need to appoint a safety coordinator. A construction safety plan is about the measures you take in the areas of accessibility, quality of life and safety. And about communication about this to the neighborhood. Send along

  • The information you must provide depends on your application or notification
  • When you submit your application or report to the Environment Desk, you will see what information is required
  • Your application is complete if you include all required attachments. For example:  
    • Situation drawings of the existing and new situation
    • Architectural drawings (such as details, plans, facades and cross-sections) with clear dimensions and scale indication
    • Photos (in colour), also of the surroundings
    • Construction drawings and calculations
    • Calculations that show that the plan complies with the Buildings and Living Environment Decree 
  • Make sure you provide the correct information in one go so that the municipality can make a decision more quickly. You also prevent the municipality from being unable to process the application

Drawings

  • The construction drawings must comply with the Environmental regulation
  • A situation drawing (scale 1:500) with:
    • The dimensions and surfaces of your land and of all buildings and structures on it (existing and new)
    • How the building is located and where the site boundaries and roads are
    • The land next to it and the buildings and structures on it
  • How the land near your building is used (existing and new)
  • Floor plan (1:100 scale) of the building (a horizontal section, 1200 mm above floor level, existing and new)
  • Drawings of the exterior (facade views, scale 1:100, existing and new)
  • Longitudinal section (1:100 scale, existing and new)
  • Horizontal (scale 1:5) and vertical (scale 1:10) details of parts on the outside of the building, which determine the appearance

Sizing

Dimensions in millimeters of:

  • Depth and width of the building (existing and new)
  • The height of the extension/extension compared to the surrounding area
  • The height of the 1st floor floor, measured in comparison to the surrounding area

Construction

  • Calculation of the new construction and a control calculation of the existing construction in accordance with the requirements Buildings and Living Environment Decree.
  • Construction drawings (scale 1:100, existing and new)

Other

  • Photos of the existing situation with the buildings next to it
  • The material and use of color

After your request

  • After your request you will receive a confirmation email
  • We will only process your application once you have submitted all documents and data
  • We will process your request within 8 weeks. The municipality may extend this period once by a maximum of 1 weeks. You will receive an email if this is necessary
  • If your application is not complete, the municipality will send you an email to send you the missing information. The time you get for this does not count in the treatment period of 8 weeks
  • You will receive the decision by email. The decision will also be published on government.nl

Report when you start and when work is completed

  • Always report when you start construction
  • You do this at least 2 working days before the start of construction  
  • You report it via Environment counter
  • You must inform the municipality no later than the first working day after the work has been completed
  • You may not use the structure before you have informed the municipality 

6 weeks of objection

  • After the decision on your permit application, you can: objection to make. This is allowed within 6 weeks after the decision has been made
  • Other people may also object. You may be required to reverse the changes at your own expense if an objection is accepted
  • We therefore recommend that you only start your work a few days after these 6 weeks
  • As an applicant, you will be notified if there is an objection 

What does it cost

  • We charge costs for processing an environmental permit application
  • The costs vary per request and number of activities
  • A permit for (re)building costs a percentage of the contract price (the amount for which a construction company does the work, without VAT).
  • Additional costs may be incurred, for example for deviating from the Environment plan
  • You will find information about the structure of costs in article 2.3 of the Fee ordinance and costs per activity in Chapter 2 of the Fee ordinance
  • You also pay costs if the permit is not granted or if you stop the application  
  • When requesting the placement of solar panels The municipality does not charge any costs for the addition or extension
