In a referendum you can vote on a specific proposal on which the municipality has taken a decision. You vote for or against a decision taken by the city council.
- You disagree with a decision of the city council. You can then request a referendum
- A referendum is a vote among the residents of Hilversum about a decision by the city council
- Every Hilversummer aged 18 or older can request a referendum
- The city council can adopt the result of the referendum, but it does not have to
Request a referendum
Requesting a referendum is done in 2 phases. You first make an introductory request and then a final request. Residents must submit declarations of support at each phase. With these statements of support you show that enough Hilversum residents find the subject of the referendum important.
Introductory request
- For a referendum, you first make an introductory application
- You must do this within 6 weeks after the day on which the signed council resolution is published on the website of the municipality of Hilversum.
- To do this, you collect signatures from 2,5% of the voting residents who agree with your application (1770 signatures, reference date for municipal elections 2022).
Final application
- If your preliminary application has been approved, you will submit a final application
- You must do this within 6 weeks after the signed council resolution to grant the introductory request has been published on the website of the municipality of Hilversum.
- To do this, you collect signatures from 5% of the voting residents who agree with your application (3540 signatures, reference date for municipal elections 2022).
Statement of Support
Residents can visit the Municipal Office (Oude Enghweg 23) collect a form (statement of support) and deliver it there as well.
Exceptions
- You cannot request a referendum on every council decision. For example, a referendum on the salaries and rules for civil servants, the budget or the prices and taxes of the municipality is not possible

Referendum Committee
The referendum committee is an independent committee and appointed by the council. The committee ensures that the procedure for a referendum runs smoothly.
