Coalition Agreement 2022-2026

The coalition agreement contains the most important points for the next 4 years. The coalition agreement was written by Hart voor Hilversum, VVD, GroenLinks and CDA. The coalition agreement 2022-2026 is called Cherish Hilversum.

Managing Hilversum together

Widely supported results are the best results. The aim of the new coalition is broad support for decisions. The municipal executive often first consults with society and the municipal council to collect ideas before a council proposal is worked out.

Energy saving and insulation

The coalition wants to make Hilversum more energy-efficient (sustainable) more quickly. Among other things, by offering more help to residents and entrepreneurs with energy saving and insulation. In addition to the sustainability loans that already exist, an insulation fund is being investigated for homeowners who cannot invest. Residents are also helped to save energy for a lower energy bill. Together with residents and companies, there will be more greenery in the neighborhoods and at the work locations.

Beautiful and affordable living

The ambitions in the Housing Vision are being implemented. Around 3.000 new homes will be built by 2030. Of these homes, 33% are social housing and 50% are medium-priced. What is new is that social and medium-priced rental homes remain affordable for longer: from 25 years to 40 years. Some of the homes are for people with crucial professions such as nurses, teachers and police officers. The coalition wants to make better use of existing buildings, for example through housing above shops.

Expansion of paid parking, investment in bicycles and traffic flow

Paid parking has been introduced in many neighborhoods in recent years. The coalition wants to accelerate this trend because of parking problems in neighborhoods and also because of the housing shortage. Creating homes faster is only possible if the new council introduces paid parking and parking permits in a wide area. Residents of new homes no longer automatically receive a parking permit. Starters and young people need housing, but not always a parking space. That is why the coalition proposes to introduce paid parking within the outer ring road. There will also be a fast bicycle network and rules about shared scooters and bicycles. With a new bicycle bridge next to the Johannes Geradts viaduct, the coalition parties are making room for car traffic to the Media Park.

Increasing social connection in neighbourhoods

Strong networks of associations, voluntary organisations, churches and mosques, welfare partners and informal carers ensure greater social ties in the neighbourhoods. Sport and exercise are important and combating overweight. There will be an action plan 'Getting older in Hilversum' and more will be invested in combating loneliness. There will be a new multifunctional accommodation in the Van Riebeeckkwartier. Government cuts on youth care funds do not lead to cuts in youth care in Hilversum.

Spacious minima policy and 75+ free bus ride

Support for minimum wages remains widely accessible. A laptop or tablet will soon also fall under the replacement of items scheme. There will be a proposal to allow residents over the age of 75 to travel by bus for free, so that they can easily continue to participate.

Plan for Arenapark and Bruisend Hart

The coalition proposes to partially reduce the recently presented plan for 1.200 homes at the Arenapark. The mix of working and living remains. There is also a desire for a transferium/goods hub at that location.

More time is being taken for the Bruisend Hart plan. Simultaneous construction activities on both sides of the station are not what the coalition wants. Finances and the available civil servants also make it necessary to make choices.

Library to the Gooische Brink

The coalition proposes to move the library to the Gooische Brink: renewed and with attention to good accessibility. Van de Kerkbrink makes the new college a pleasant place to be. Oosterspoorplein will create more space for social resources for the East district.

Support for a renewal of the animal shelter

With new pens, the stray animals from the region can be taken care of again in animal shelter Crailo.

Combat undermining, less nitrous oxide and more prevention

Organized crime and subversion are tackled firmly by the parties. They do this together with the police and the regional municipalities. Through information about drug risks and through more youth work and youth boas, young people are made aware of their choices. The coalition parties are investigating a ban on laughing gas. The number of boas is being expanded and antisocial behavior in traffic and parking is being acted more often.

Healthy finances, decent housing costs and abolition of the dog tax

Hilversum does not have to make cutbacks now and will have more financial room due to the redistribution of the municipal fund, among other things. In order to remain financially healthy, the coalition will not fill this space completely, but proposes to maintain a cautionary reserve.

Housing costs do not rise more than with the inflation rate. The coalition proposes to abolish the dog tax.
